Yes, Windows gives you a button that says "Shut down anyway," but you have to hit it and wait for the system to hopefully force close the apps. Now, Windows is nagging you to go back and close all your apps manually. Maybe you just had a nearly-empty notepad doc or a picture in Photoshop that you didn't want to save because you already copied and pasted the data into another app. You go to the fridge, grab a drink and return to find a message on your screen that says you have apps which aren't closed.

You go to shutdown or restart your PC and you walk away, expecting your computer to be powered off (or rebooted) by the time you come back. I seriously don't know what the ♥♥♥♥ Microsoft messed up in their updates but thank the lord this worked. It's so annoying. This worked for me and not just for making new saves but for being able to delete old saves on literally all my games. Eventually found this, and it is the one that worked thanks for posting. I was at my wit's end and thought I'd tried every suggestion online. All my games stopped saving about 4 weeks ago. I highly suggest trying this, as I went through every single fix I could possibly find and none of them actually fixed it. This also fixed some other issues aswell, like my Vegas Pro not saving videos, my F4SE and NVSE not working, my Rocket League not working, and some other things too. Did some testing and BAM! new save files. I don't have NV installed, but I was the "not saving" issue with other games. After trying so many things, this worked for me. I'm not super smart with this kind of stuff, but I'm assuming that this was blocking the game from saving because it thought that a malicious program was trying to change files in a certain folder. After that, go to Virus and Threat Protection Settings, and scroll down until you see "Controlled Folder Access". Go to Windows Defender Security Center, then go to Virus and Threat Protection (Should be a picture of a shield). I haven't seen anyone post this fix before, I just happened to figure it out myself after 3 weeks of trying to get my game to save reliably.
